My skype app on my ipad wont connect?

I am connected to the internet, it will load everything else on my ipad involving internet but skype wont connect. I am trying to create a account and it wont work.help???
i have redownlaoded it 2 times
it cimes up as "cannot connect, check your network settings."
what does that mean
