Part of my iPad lost sensitivity?

So part of my iPad suddenly lost sensitivity. I need to either press really hard or a few times. What should I do?

How should i read manga?

I don't know wether to read manga on an ipad mini, desktop(25 inch or something), or my chromebook, which has some scratches on screen and stuff. What should i read on(trying to read one piece btw)
