Do I have to buy microsoft word for new computer?

Already have word on my ipad and just got my first computer. I do not want office, just word. I want the app on my computer and it has option to buy but do I buy the app if I'm already paying monthly on my ipad? I don't know if this is a one time purchase or not either, it doesn't give a lot of details.
I tried signing in but I dunno how to download the app on the computer without paying, if I even can. Please help?

Is this an unrealistic price?

I want to sell my less than 2 year old Ipad Mini 4 with 16gb for 150 dollars. Is this price too much? It does have the original battery so I'm not sure.
