IPad Updates Not Available?

Apple - in their infinite wisdom - have withdrawn iOS updates for my generation of iPad. I don't want to go out and buy a new one - like they appear to want me too.

Is there any way that my device can be "unblocked" so it can receive iOS updates?

IPad Mini. Approx 3 years old.

How do people freeze to death in cold homes?

My family don't put on the heating often cos they say it's too expensive and the house is always ever so cold. And I don't think it's fair cos I have to make my way to the library as somewhere warm to be and watch movies there on my iPad. The other day when there was plenty of snow, I had chills in the early morning, I couldn't sleep. As an adult my sleep could easily get disrupted and just not as healthy in general.
