My icloud won't back up all my content or sync to other devices?

Hi I recently got an ipad mini 3 with ios 9.1 I also have an iPod touch with ios 9.1 on icloud I put all the toggles to green and backed it up with enough space online I noticed however on my ipad it was syncing old icloud data to it from a year ago (I hadn't backed up my iPod to my icloud in over a year) even though I just backed it up, but none of my reminders, notes or web bookmarks were on my ipad, I always see people with synced ipods and ipads with reminders and stuff but mine werent working, is it possible to just make a new icloud account with my current apple ID because I don't know what I can do everything online said I was doing it correct I don't really want to have to ring apple (again)

Differences in older iPad versions?

I'm looking to buy an older iPad I'll use it for 1- Internet 2- Netflix 3- reading. Also does the kindle reading app work on all versions of iPad? Or an app that lets you read.mobi?

Do I need to pay for a TV licence?

I do not have a TV or a laptop or an iPad and my mobile phone is only capable of making and receiving calls and texts. However I stay in a council house and there is a satalite dish cable coming into the living room and I have a digital radio. Do either of these mean I need a license? There is an inspector coming round in two weeks, do I have to tell them my name and phone number and show them photo ID so they can check with the council to confirm I am who I say I am, and my phone company to check that I do not have a device capable of receiving or recording tv?

I just ordered the Kate Spade keyboard bluetooth and It is NOT WORKING?

i plugged the charger in and it should be fully charged, but can anyone tell me how to know if it is?
Also, it flashed once when i turned it on but it does not show up in my "devices" area under settings on the ipad air

What's wrong with my iPad mini? - 1

My iPad screen is totally black. When I hold the home button down I can still hear Siri and when I plug the charger in, it still makes the noise. I have no idea whats going on, if you could explain how to fix this or maybe a link to a video or something that would be great:-)
