Why won't my iPad access the Internet through my desktop computer?

I have an iPad but no Internet on it, and no WiFi. My desktop computer has Internet, so I thought if I plugged my iPad into that, I could access Safari, the app store, etc., on my iPad, but it doesn't work. Why not?

Can I share my app with others by not uploading to app store?

I created an app but I found out that I must be an IOS Developer or something and it costs 100$ a year. Don't have the money right now so is there a possible way for me to share my app that I made using Xcode to my friends? How do I transfer this to an iPad or an iPhone? Can I use dropbox for instance?
