Why does my charger charge my one iPad but not my other iPad?

The charger fits in the slot good but it still doesn't charge it. It's also the same size slot.

IPhone keeps saying connect to iTunes?

I have an old iPhone 5s (my current phone is iPhone 7) they are both O2 with different sims but will both have been connected to the same account on iTunes. When I went to charge and open my old iPhone 5 for my son to use, it says "connect to iTunes" I didn't have to connect both of them brand new so why now? I don't have a lap top, I use iPads so don't have no way to connect it. Tried the reset home and power button several times but still says the same thing. Any ideas? Thanks in advance.
