How come my IPad can connect to the Internet but my laptop can't?

I have a Windows 8 Toshiba and my internet provider is Optimum. Everytime my Windows Network Diagnostics tells me that I have a problem, I fix it, but my internet doesn't work, so I use Windows Network Diagnostics again, and then it tells me that I have another problem.
