My internet isnt wotking on my desktop?

Hi everyone. Over the past week i have been struggling with no internet access. Heres what is going on. Everytime I open my browser and it says no internet access. Occasionally when i open the browser google home page will pop up but then when i search something it says no internet access. But when i log onto the internet on our ipad, phones there is no problem. Our desktop is connected to the internet by cord (ethernet). All the lights are flashing perfectly on the modom.

Heres what Ive done so far
-ipconfig/release
-ipconfig/renew

-network adapoters
-double click on each inter(r) click the power manager tab and unticked all the boxes that are ticked.

-netsh winsock reset catalog
-netsh int ip reset reset.log hit

-run maintenance
-restored my computer
-scanned for viurses x100
-bought new ethernet cord
-reset my computer
-called my service provider (bell) they told me to do a bunch of stuff that i already did and then they told me that it there was nothing wrong with the internet that it might be my computer. They said it could be a program not leting the internet open. So. Because i just bought a new computer i didnt have many files or programs on it, so i uninstalled all my files and programs and still nothing. Please someone help.
