I want to give my daughter away but my husband won't let me. How should I convince him?

Our daughter was raped at 12 in China. The cops called me and my husband and told us to show at the hospital. I rushed immediately crying. My husband says he can't come because he was too busy at work. The moment I saw her in the bed I wanted to get rid of her. I mean her virginity taken by some stranger? Who would want to marry a stupid girl like that. Later on we came to america for a better start. She refused to go to school and wanted to stay home on her IPad. I took it away and left her with no entertainment. She screamed and shouted and started banging on the doors. She has been like this for the past 2. Years. I have been fed up with her. My husband always comes home at midnight and leaves before I wake up so I never actually see him. I was thinking of a decision to send her to foster care. I asked my husband to comply but all of a sudden he feels very protective of her when he barley does anything to support the family! Whenever I bring it up he shouts at me and hits me. I need if a way to convince him.
