There's something wrong with my iPad?

My iPad wouldn't charge. I plug in the charger in my iPad to that thing the wall. But the bars is red. The charger was still plug in and wouldn't charge. Then it just turn off by it self and it is still plug. Then there is a picture with a plug and a thunderbolt. That means if I plug in, it will charge my iPad. But it is plug in and still wouldn't charge. I have time to explain it all because the battery said it is on 1 percent.

So my moms lap top died and my uncle is trying to get everything off of it.My brother and I have lap tops too so right now she's using my brothers but he wants to take it for painting class next semester. I don't really use my lap top unless I don't feel like sitting in my computer chair and I use it for iTunes. I have a desk top that I surf the web and type school projects on unless it's late and then I lay on the couch and type it up.So I'm thinking about giving my mom my laptop and asking for an iPad for Christmas. Good choice or bad choice?

P.S.
She'll let me use it for like PowerPoint and my dad can instal PowerPoint on my desktop. I already have word on it.

Ipad mini or Surface Tablet?

Hi,
I'm debating which device would be more useful in both school and home use. I already have a laptop and I plan to use it as a desktop. Both tablets seem great and I think both of them can be very useful. The one thing I like about surface is that it comes with great productivity apps such as the Office Preview 2013 and it also comes with a touch cover. The Ipad comes with a wide variety of apps for entertainment and schoolwork and it seems much more portable than the Surface.
In your opinion, which tablet do you think is better and which will be better in the long run?

I'm debating which one to buy. I have the first gen iPad, but it's time for an update. I'm not really much a game player, but I do like to read a lot. The only thing stopping me from the mini is that apple decided not to give it retina display.So, what do YOU think?

Does iOS 5 (iPhone, iPod touch, iPad) have any major bugs now?

I've held off on installing iOS 5 to make sure any issues were already fixed. When iOS 4 came out I installed it too early and had a lot of problems with it.So, anyway, what I'm asking is: are there still bugs in iOS 5? Also do you know of any apps that weren't updated for it or continue to crash? Oh! And my device is a ipod touch 4g. Thank you so much for your time!
