Drawing tablet or new iPad for drawing app?

I draw for fun, not for anything quite hardcore. However, I've been drawing on the free version of Sketchbook and was thinking of upgrading to the paid ver., but came across Procreate which had many, many positive reviews.

I've also been thinking of getting the Intuos Draw Small sometime, but here's my situation:

I've had my iPad mini for about four years now, and it's going quite slow, plus I can't get Procreate due to the old software. A drawing tablet seems nice, but if perhaps I can just get a new latest iPad for more than one purpose, then… Eh, let me know what you think.

I have a laptop on which I use GIMP for graphic designing (just a hobby I picked up; it's nothing serious) if that helps any.

What is the most common service used for video interviews (Skype, Viber, etc)

My company issued Windows machine has the camera physically disconnected (internally). My macbook (runs Linux), also has the camera removed.

I own a USB web cam, and it works with Linux. I am not sure how to use it with Windows w/o Skype. We are not allowed Skype, so I have no way to use it.

Security is tight where I work.

My phone and iPad have cameras. I suppose they will do.

Nauseating pain in my elbow when typing on my iPad?

When I sit back on my couch, typing on my iPad, I feel pain on the inside of my elbow and it makes me nauseous (same spot where blood gets drawn).

Does this happen to anyone else?

IPad Air 2 on Ebay.com for $110 with shipping?

On ebay.com there is a seller selling iPad Air 2's for $99 plus $10 shipping. The seller is selling multiple ones. The seller just joined eBay 3-22-17. There is a description that its either overstock or a recently returned device.
I want to purchase one as a gift for someone but have not yet. The price is too low for a iPad Air 2 but if the tablet is as described its an amazing deal. Should I purchase one or just forget it? What would you do?

Ghost touching iPad 4 replaced digitizer?

Hi all, I recently replaced my iPad 4 digitizer and have noticed how it makes random touches on the screen when I am not pressing anything (aka ghost touching) Therefore, I kapton-taped the digitizer frame as well as the ipad metal frame, however ghost touching is still present. Any ideas how to fix this? Thank you

Would an Apple iPad with 256 GB memory be equivalent to the Bodlein Library at Oxford and the Library at Harvard College?
