Can I turn in my iPad to Apple, does the credit come back as my money?

I have the iPad mini 2 and I went to Apple and they told me that if I turn it in I get 175 dollars credited back to me and use it toward a newer iPad. But can I use that 175 toward something else somewhere else? Is that 175 my money that goes into my bank account that I can use for anything?

Why can't i update my iOS 11?

I'm on kinda tight budget, so that I'm considering to buy a secondhand iPad. Which older iPad has a 64 bit system? Cause iOS 11 doesn't support 32 bit. I don't wanna buy a old thing which will be obsolete within few months.
