IPad keeps hogging up wifi internet?

I have cable internet and we have a wireless router.It used to be that when two laptops and one desktop was online at the same time (all 3 windows OS) the internet would work fine and the speed was decent. One of the laptops got replaced by an iPad. Everytime that iPad is used to go online, the internet speed slows down significantly (it's like dial up) half the time and the other half of the time the desktop and laptop cannot use the internet, but the iPad does no problem.

1. Why does the iPad hog up the internet like that?

2. What can be done so that the iPad doesn't hog up the internet?
Added (1). @Patrizia: Then please give a theory for this: As soon as the iPad is shut off, the internet is fine. Another thing we tried is that when we clear the cache on the iPad that speeds up the internet for the desktop and laptop.
Added (2). @branden: All devices have been scanned. The PC's have even been scanned in safe mode in addition to regular mode. If the iPad doesn't hog up the net, then why does it work fine for the laptop and other devices when it is shut off?
Added (3). Please provide objective answers. Please no biased "fan boy" opinions.
