Grandma wants a new computer?

She has a HP tower that is probably 6 years old, she uses it maybe 5 minutes a week. She loves her Ipad and uses it all day. She wants a computer to put all her "stuff on" whatever that means. I'm assuming just as a back up for pictures.

She has the screen and keyboard and all that, just wants a new computer. All I see her doing on it would be browsing facebook, googling stuff, and maybe watching a few youtube videos. I've only used laptops for the last ten years so advice on what to buy would be great. The cheaper the better, but not really on a budget. Under 300 maybe? I don't know what they go for these days

Added (2). I don't think she needs one, she thinks she needs one. Her old one takes a minute to boot up but it still works. Trying to explain to an old person that they don't need something that they think they do is not easy

Should I let my 12 year old daughter have Instagram on our shared iPad?

My daughter is very honest and agreed to let me closely monitor it. I'm just too surprised she asked because my daughter isn't social. She's the academic, introverted and gifted type. We have open communication at all times. The reason why she wants an account is to follow slime/meme pages, see aesthetic photos and keep in touch with a few kids (especially those from summer school, camp and vacation). She does not own a phone at all so that wouldn't be a problem. We share this iPad together so that means that it's almost impossible for me not to know (as she almost never goes to friend's houses or libraries alone, and her school blocks social media).
