Are foreigners really rude to Americans.or not?

I wanted to ask, because I didn't know if they're rude just because they hate us, or they're not used to how our culture works (you know what I mean by that).

Well, at school, one guy by the name of Carson came from a country over near Thailand, and he is a boy an age younger than me. While he has his foreign friends to hang out with, he's always doing stuff to me, such as stealing my writing utensils by asking to borrow them but not returning them (which I stopped giving him those things after 3 times), talking about me to his friends in his original language, touching my school iPad and nearly knocking it down on the floor (which I'll make sure he's forced to pay for any damage he makes if it's not my fault), giving me dirty looks, and cheating off my tests. I don't want to tell anyone, because like any student, he'll lie and try to get away with it.

At one point, I was about to tell him if he's rude to Americans, he shouldn't be living here, though I actually never told him that.

I don't mean to be offensive, but it is very irritating for foreigners to tease an American like they hate us. Like any other American, I do get angry to a rude person, and I'm the same way towards a foreigner.

So, are they really rude or… What?
