IPad has weird round fog on screen?

a few days ago I noticed has fog shaped in an oval, and inside the oval it is clear. I ve tried cleaning it, it stays clean for a second and comes back. What is this? It sort of resembles a dirty screen but I know that s not the case.

Is it wrong to take my 9 yr old daughter's ipad away because she has an F in reading?

She has a 57 right now and that was her grade in reading for the third nine weeks. She is supposed to read 6 books every nine weeks and last nine weeks she didn't read any.
