App to put the Apple ipad screen to sleep without the power button, and to reboot also?

Is there an app to turn off the ipad screen by touch instead of by pressing a physical button? Also, one to run the power-home buttons reboot would be nice. Such apps exist for Android, so I was just wondering. Thanks

What would suit me better? [2018 iPad 12.9 vs 2015 MacBook Pro 15 ]?

Usually I will just do my homework, watch netflix, listen to Spotify, do homework & documents and browse the web. I kinda want to get into animation apps and maybe photoshop. What should I get first? (FYI, I chose the 12.9" & 15" because those are what I felt comfortable with)
