Is my ipad being tracked?

I was on the internet when suddenly another link showed up. I'm guessing it was a pop up ad. But what scared me was when I saw a page. It was called "123freeavatars.com" and it showed the date, my city, the time, and my internet service provider. I don't know what i should do. Am I being tracked? I tried getting vpn but it's expensive.

How do I reset my Ipad mini after losing the password without itunes?

I'm fine with getting rid of all my information on there i just want to unlock it and i've never had itunes so i don't know how else to do it
