Why is he slowly drifting away?

I have a guy best friend that I've known for about 8 years and we started to get more closer about 3 years ago he would text me everyday 2 years ago we even started face timing we spent so many hours talking that when his iPad would die he would call me from his cell phone and recently he has been drifting away from me he doesn't FaceTime me or call me as often anymore and when i text him our conversations aren't how they used to be. We're constantly arguing and we ask our selfs why me and him both talked about it but it always just ends with us arguing about who starts the arguments I'm starting to think he doesn't want to be my friend anymore. But i get confused because at school we're always teasing each other and some of our friends even tell us that we would make a cute couple and he just looks at me and i look back at him and we both laugh. So i want to know why he doesn't text/call as often anymore.

So apparently i need to pay extra on for my ipad i ordered from america on ebay. I'm only 17 and i got some money for my birthday i saw a ipad i wanted and just brought it, i didn't realise i would have to pay extra for it coming from america.

how much more do i have to pay as it doesn't say, the ipad was $329.99 USD and postage $ 22.30 USD i'm really worried i'm not going to be able to pay now. Can anyone help me?

I need advice on what to do in this relationship I'm in?

So I'm in highschool and I've been dating this girl for about seven months we met through school but then a couple months later she had to move to a different location in the town we are in and had to switch schools. It sucked but we still saw each other and talked throughout the end of the school year and the summer. About two months ago she told me that her family was cutting back on the wifi and that she wouldn't be able to talk to me as much (she lost her phone and could only talk to me through her iPad) I asked her if she'd think if this relationship could still work considering I wouldn't hear from her as often she comforted me saying that she still believe our relationship would work. Summer ended and she was able to talk on the first day of school for a little while then I didn't hear from her till around the 16th of September we talked and tried to find a time that we could meet in person but we were both busy. That was the last time we talked I haven't heard from her in over a month… I just don't know what to do at all i really want to continue our relationship but I also just can't stand not hearing a word from her for a month at a time… I just don't know what to do if you can just give me some advice on what I should do Id really appreciate it.
