Why does my iPad volume keep going down on its own?

I have the iPad Air 2, updated to iOS 9.1 and my volume is a lot lower than normal. I put it full blast and it's barely loud, but when I hit the pause and then unpause on a video it fixes it. But only until I watch another video it goes down again. I've restarted my iPad and it works but then hours later it happens again. Any help?

How to restrict certain apps for a certain period of time on my own iPad?

I want to do this for my own iPad and therefore I do not think Parental control apps will do me anything.
I want a free app that prevents me from using Facebook and Youtube apps when I am at my work.
Also the same thing for the websites.
I only want a free app that will do this for a couple of hours and not restrict it permanently. Something like StayFocused for chrome, but I want it for my IPad.

Should I bother buying an old MacBook or just buy a new iPad?

I m starting college in the spring and I need a new computer or an iPad. My high school provided us with an iPad 2 and I used that to write my papers, etc. With the help of google docs. I only have $200 saved up so far but my budget is about $400. I need it to last me at least 2-3 years. I will use it for Spotify, Netflix, google docs or Microsoft word for papers and presentations, and that s really it. I checked Mac of all trades and was considering a 2008 or 2010 model. I have no interest in a PC because I ve always had a PC and they ve been nothing but problems and I refuse to buy another one. Is the MacBook worth it or would I be better off with an iPad? Also, I m not very knowledgeable about laptops so if you start talking about ram,etc I will have no idea what you re talking about
