PayPal keeps limiting my account due to a negative balance 6 years ago where i got scammed. Original Acc is not even accessible

My very first paypal account was made back in 2004 i think and it had very good standing. I was also fully verified and had no restrictions.

I made this one silly mistake 6 years ago where i sold an ipad and delivered to the guy when he paid using paypal. ~I did get a receipt etc which did cra* all.

Since i was able to withdraw the funds immediately, few days later there was a chargeback made and i was negative £550. I refused to pay that and after a while just ignored it.

I could never sell on ebay but recently, i made a PP account that lasted 2 month until they linked it to the old acc with the debt.

They want me to pay it, even though that account is closed/not accessible. The person that chargebacked was banned from eBay but did not help my cause.

How can i fight this old debt? Or how can i make a PP account without it getting linked. Is there any good talking points i can speak to them stating the debt is over 7 years ago and there was clear evidence the guy who chargebacked was fraudulent.

I need help guys. What can i do?
