Which iPad model should I buy?

I'm on kinda tight budget, so that I'm considering to buy a secondhand iPad. Which older iPad has a 64 bit system? Cause iOS 11 doesn't support 32 bit. I don't wanna buy a old thing which will be obsolete within few months.

Should I get an apple product? What can it do that my laptop pc and android phone can't?

OK so there's an app I want on the app store but I have android. I used my brothers ipad and I love it. I have 100$ from my birthday. So technically if I were to buy it for like 80$ I would just be buying the app… What should I do? Are there emulators?
