Not getting the download speed I should be getting?

I ran an internet speedtest from my internet providers website, and got the results. The test showed that I should have 34.84 Mbps down and 3.36 Mbps up. Despite these results, when I download a file from the internet, I get a speed of a mere 25 kB/s. Another person in my house ran a speedtest for their Apple iPad and got the speed that I'm supposed to have. Could it be a problem with my computer, or should I contact my provider?
