Does the Interpol pop-up actually record video and audio from an iPad?

I got the Interpol pop-up on Google Chrome saying I had to pay a fine and that video and audio was being recorded. I managed to close it after declining the payment stuff. After researching it, I found that you usually have to go through various methods to remove it, which I didn't do. I closed the app, then turned off my iPad, then the Wi-Fi. Is it still recording? Hell, was it ever recording? Added (1). I know that this si a scam, I juat want to know if it recorded anything.
