IPad can't connect to WiFi due to server error?

My iPad 2 has been unable to connect to Wifi for a while now. It happened randomly one day. We've completely restored the iPad to factory settings and it still cant connect. It doesn't even attempt to search for a router. The "wifi" switch just stays switched off and no matter how many times you tap it, it wont switch back on. Everything else on the ipad works, but its useless without wifi. It is not currently connected to an Apple ID because it was factory restored. We cant connect it to an apple ID anyway because we cant connect it to the internet. Any advice? Thanks!
Added (1). Also, its not my server. All other phones, laptops, and devices in the house are able to connect.
