How to improve picture quality from screen shots taken from an ipad video?

I use an ipad air 2 to take pics and videos

recently on holiday the person taking the pic accidentally took short videos

the quality is not like a photo would be on the ipad

so is there a 'way t enhance the quality of 'photos ive screen shot' from the video?
or is there an app that can create photos from videos on an ipad, so they can be viewed at a better quality - clearer shot?

the short videos are very pixel-ated so guess video quality is nowhere near as good as still phots, using the rear camera

0 also, is there a way to lighten the screen shots so they are clearer -- less pixelated?
