Is there a way to report an 11 year old girl for cyberbullying?

The child's parents are not willing to put a stop to her behavior and discipline her. She has a personal laptop and iPad where she is tormenting someone from a virtual kids' game. The girl is posting nasty, sexual, and threatening messages to that specific player. I'm worried that she may have gone too far because she already has, judging by what she wrote. We live in Canada with cyberbullying laws and I told her about them. I feel that she thinks she's "invincible" because nobody at school knows and she doesn't know that person in real life. Her account got banned before, but she keeps on making more accounts. Meanwhile, her parents only speak their native language and they can't fully understand what I tell them - but they don't think it's a deal what their daughter is doing. They don't even bother to see what the child is doing online, and think that taxes, buying property, paying for tutoring, and "adult stuff" are more important. I agree that adults do have responsibilities that the government requires, but it's ALSO a responsibility to teach your kids properly and make sure they don't get charged for bullying someone.
Added (1). I doubt her school can do anything! This is more of a parenting or behavioral issue… And nobody from her school is involved in this. She is bullying a complete stranger.
Added (2). Her behaviors in real life are fine for a preteen. I'm guessing that she acts good in real life, but is behaving badly online.
