Advice: is this person blackmailing my friend?

So my friend was on Plenty of Fish and he was talking to a guy who looked like he was in his 20's and his profile said he was 31. They chatted for about 12 hours and images were exchanged.

Not even 5 hours later the same number texts him saying he was the father of the original guy and that the guy was 15. My friend told him he had no idea and the guy said he already spoke to the police and a case worker.

Now this is where **** started getting suspicious.

It had only been about 4 or 5 hours since the images were exchanged. He mentioned that his son and he got into a scuffle which broke his Macbook Pro.

He told my friend that he went to the police and already spoke to the case worker.

His cell number was traced to south Carolina so he's in the same time zone as me and when my friend and this 'kid' began talking at roughly 6pm. It was about 4am when the 'father' messaged.

So he was able to call the police and talk to a case worker between 6pm and 4am. My friend tells him he will also speak to the police on his end to see about his options and the guy says "I want to settle this like men so we don't have to expose our personal lives."

So a man who said he spoke to the police didn't want my friend to do that. He instead, offered to forget the whole thing if my friend paid for the damages to his macbook pro. Which he sent a receipt that said it was 2000 dollars, **** blacked out, and then he sent a picture of a broken iPad. My friend blocked him and hasn't responded.
