My iPad mini 2 won't connect to my iTunes and I've tried everything!

I recently got an iPad mini 2 and when I plug it into my computer and open iTunes I get a pop up saying "iTunes could not connect to this iPad. An unknown error occurred."
I've tried everything I can think of and nothing's working. Both iPad and iTunes are up to date, I've restarted both iPad and laptop, I've tried a different USB cable, I don't know what else to do. Is there a setting I'm missing since I've never had this iPad associated with my account? I tried my old iPad (iPad 2) and that works fine.
