Why is iTunes not working and saying Error -3212?

Okay so I just got a new laptop (yay!) and I want to use iTunes. I have an iPad 2, and I want to switch accounts onto my laptop, but keep on my family computer. Every time I click on iTunes store to log in, it gives me the thing that says I can't connect to the Internet. What? I can use the Internet and iTunes/ app store just fine on my iPad! I also clicked on firewall and it said that iTunes was allowed. Help please?
