Can she keep my possessions? Is this legal?

My youngest sister is always asking to borrow my iDevices and my mother has a knack for taking them away when she finds them and refusing to give them back to me because I keep doing it. The first major incident happened when she kept my iPod touch for months and I only got it back after my sister miraculously found it. Before I got it back, I told her she owes me the value of the iPod and threatened to sue her. I also lost an old iPhone to her after I gave it to my other sister because her phone was broken and she subsequently gave it to my youngest sister when she got a new phone. I was using the old phone to store extra files and it seems to have vanished into thin air. She seems to have forgotten that she took it and I have since given up on it because I could not find it after searching all over the house in every bag and crevice I could see. I decided that I would no longer give anything to my sister again because they always seem to disappear or stop working, but she is relentless and I give in to shut her up. This time my mother has my iPad and I am furious with my sister because my mother is telling me that this is the last straw and I will never see it again. I even offered to give back the money she paid me for taking my sister to school to no avail. Find My iPhone never works because my devices are dead by the time I use it. Are there any legal measures I may be forced to take? I really don't want to go that far. This is certainly the last time (cont).
Added (1). my technology-obsessed sister will ever get her hands on any of my gadgets again.
Added (2). By the way I am an adult and do not live with her.
Added (3). Should I force my sister to pay back the cost of the iPad so she can learn her lesson?
Added (4). I understand I'm being stupid by continuously letting her borrow them and I have no spine, but that's not the question. The question is, isn't this illegal? These items have huge monetary value as I'm sure you know. Is there any way I can force my mother to give them back? I'm pretty sure she cannot just keep my things for life.
