First of all, let me start out by saying that this isn't generalizing ALL minorities.
However, societal views show that MOST minorities have no WILL to excel. They have no initiative to take advantage of free education that taxes pay for.
Of course, some will claim some schools are more advantaged than others. But isn't ultimate learning the responsibility of the student? So why does it matter if a student gets a textbook or an e-textbook on an iPad?
